1.1 In 2018 UK legislation was published that mandated accessibility standards to be met by public sector bodies (including universities) for their web and mobile application services. This is to ensure students and members of the public with disabilities can access the services provided.

1.2 The legislation: “Public Sector Bodies (Websites and Mobile Applications) Accessibility Regulations (2018)” was accompanied by an “Accessible VLEs” briefing paper which says that specified university IT services need to be fully accessible - i.e. perceivable, operable, understandable and robust; and be demonstrated through compliance with the European standard ETSI EN 301 549 or Web Content Accessibility Guidelines (WCAG) 2.1 Level AA.
