Issue: inadvertent use of Evaluation section within either Technical/Commercial Envelopes in an object in PCS-T

Background: there are 3 options when adding sections to either Technical/Commercial Envelopes; if Evaluation section is chosen, this is intended for use by Buyers only to add documents for presentations etc.

If this option is chosen, suppliers CANNOT respond and alternatively would have to add their responses as General attachments OR the buyer would have to remove the questions within the Evaluation section mid tender and upload a new section (i.e. Procurement specific for T & Procurement specific/Pricing for C envelopes

Solution: If this option is chosen and suppliers have uploaded to General attachments area, the envelope in question can only be closed if the buyer goes in and add the documents/answers the questions in the envelope:

1. Edit Questions (not edit score)

2. Add documents or answer questions

After doing this, the envelope could be closed leading to the status of the ITT to become Final Evaluation
